Do you have any other information that would help eliminate other possibilities. In the 1930 census, I found two Sarah Lackey the right age: one in NC and one in AL. I also found about 20 Joseph Wilson that don't have middle name listed. Ethnic background and/or number of siblings might be helpful.

The Sarah Lackey living in Newton, NC was living with her grandmother in 1930. She had a brother named Arthur who was two years older than her. Both children and both of their parents were born in NC. The grandmother's name and her daughter (probably kids' mother) are illegible but could be Simpson. Possibly Nettie and Winnie. All anglo. Grandmother listed as a widow. Winnie listed as single?? perhaps not the mother as the kids have a different last name. Winnie's occupation - clerk at ??office
The other is living in Taladega, Alabama with parents
Will (?)44, and Cordie,41, and brothers Sullivan,19; Raymond, 15; and Tillman, 5; as well as sister Bertie, 13. All anglo, all were born in Alabama as were the grandparents. The father's occupation was listed as Officer with the city. Incidentally, two doors down was a Northern (?) Lackey - age 36.
Neither appears to be born in Virginia, though. In 1920, the index is by head of household, so I have not been able to find these two to see if there are any discrepancies.
