There are so many red tapes in ICAB adoption proceedings which needs to be streamline. Waiting time tends to be longer especially when they recently tighten the screw completely on couples bringing children direct from orphanage to ICAB. This is now a complete no no.Numerous red tape exist in ICAB. Just be patient. They are the "boss" of the children. Sometime they are so boosy that the best interest if the children needing good homes are neglected.
IF you have ever lived in a third world country, you wouldn't even be posting this! If you want them to backlog everything, maybe you should provide them with computers, databases, and programs to run their adoption processes on.

ICAB do have computers and my wife was born in the Philippines. We have been to ICAB. ICAB e-mail their correspondances with our local agency via provincial government. They may not have the most sophisticated computer technology but they do have computers which can send e-mail. The reason we are posting this is because there is indeed red tape there which needs to be streamline.
