We come across a very disturbing case of human trafficking while for those locals who is not entirely familiar or have the abilitiy to read all the written rules and regulations regarding inter country adoption, they look at it as adoption and family monetary rescue at the same time.
We know about this from a neighbour of ours that a town , about ten minutes drive from my wife home town, there is an white american woman offered a family P100,000 and brougnt a baby child member of the family to the United States. Our neighbour has frequent visits to that town and she firmly said to us that the american woman did successfully bring that baby to the United States. It happened not long ago.
It is sad to see such happening. The puzzling question is how can that woman by pass ICAB and the Philippines and US Immigrations and all other authorities ? Is she coming with a good intention of rasing that child and at the same time offering her helps to the family or does she have other intentions.

I agree adoption is not something that needs to be exploited and it certainly should not be tolerated if it is. The reality is no matter what we do there will always be a portion of the process that is exploited by individuals and/or organizations including Government.
The rules don't allow for Intercountry open adoptions. All children need a home and a family, not just the orphans that are qualified for Intercountry process. The harder we make the process the more people are likely to break the rules.
I have no way of know the intent of the AP or ** be it good or bad for this particular hearsay but keep in mind that there is a child involved in all of this.
After reading the two reply postings. It makes a lot of sense to me that the sticter and less tolerate the rules, the more the people is trying to break it from all levels of society. Afterall, all the adoption processes and regulations are focusing on the adoptee's best interests.Each adoptee stories is unique and there are limitation as to the rules and regulations that can be truely apply to all the adoption cases.
