We live in Denmark and received a very discouraging letter this morning from our adoption agency in which they informed us that the expected time between approval and referral had increased dramatically from 8 - 18 months to 18 - 30 months.
They had already just increased the period from 8 - 12 months to 8 - 18 months in december after ICAB had informed them that they were processing approvals from the first half of 2003.
There are only a few adoptions from the Philippines to Denmark - around a steady 10 a year for the last many years, although none since June 2004.
Everyone on their filippino list is being offered a switch to either Korea or Bal Vikas (India) maintaining seniority or Vietnam, South Africa or China without.
This is our third adoption (first from China, second the Philippines) and we're fast approaching an upper age limit - my wife (from the Philippines) 43 and I 47. This rules out Korea and I think India, where as I understand it couples with two children have a very low priority anyway.
Our agency tells us that there is a long backlog of applicants and that agencies in other countries are affected in the same way. We can however read on ICABS site that the expected waiting periode is normally around 12 months and this hasn't changed since our approval a year ago.
We think Denmark may have fallen from grace with ICAB - perhaps as the result of referred children not being approved by the authorities here, a change in staff at ICAB or something else.
What is the experience elsewhere and does anyone have the impression they give priority to balakbayans?
