we will be residing in the philippines soon. i wanted to know whether it was possible as an expat resident in the philippines to adopt a child from a third country, like india, china etc. can we just go through the filipino government just like a filipino who wanted to adopt from another country? i can not find any info on this issue anywhere.

It is not your typical adoption question. Domestically it is possible but you have to be resident for three years before you can file a petition. There is no straight forward answer. Your best bet is to seek a consulant with Philippine Lawyer (Firm).
I would look for a recommendation through the immigration office because you will have to deal with them no matter who's rule you have to follow. Ask for an appointment to either the Immigration Commissioner or Vice Commissioner you can also meet with the assistant to the Commissioner. I have found them to be very approachable and kind. I would start by looking for recommendations from people connected with the Chinese community in the Philippines. There are many Chinese passport holders living in the Philippines. You have to be very careful when you deal with people in the Philippine Government. Even if you're not a member of a church, I'd inquire there also.
