Is it even possible to do a private match adoption from the Philippines to the USA?
Not even sure where to start. I called a local agency that deals with the Philippines and there comment was to just call the Philippines....well where do I start?
We have a match with a baby that will be born in the next couple of weeks but don't think it will happen, too many hoops to jump through.
No. It is not possible. Sorry. You HAVE to adopt by their rules, and go through an ICAB certified agency. Please PM me if you'd like info on how to adopt from the Philippines. I have a detailed document on what we went through, agencies, costs, etc.

We also have met a couple from the philippines who wants us to adopt their 3 week old. It's moving great on the Phillippine side but is it possible to get her over here to the US? Any info would be greatly appreciated. Thank you so much,

Unless you're willing to stay in the Philippines for 3 years or can trace the child as your relative, I don't see how you're going to get the child over here. It is against ICAB rules to adopt a pre-matched child. You better contact ICAB.
Chuck is right.... That is mostly what the rules say.
However in speaking with a Washingting DC office that directs processing policy for immigration offices, I came away with the understanding that they don't think is is unethical to twist rules to get what we want. (In other words they strongly recommended I consult a Lawyer because it's the way the Law works for the process using "Orphan" status) If you are willing to spend 3-5 years in the Philippines to have this child. Consult a Lawyer (Firm) that knows how to twist the rules in the Philippines before you Jump on this emotional rollercoaster.

I'm sure some of these rules have been twisted and people have broken through the bureaucracy through the use of influence, good lawyering etc. But I bet you need a really good lawyer who knows exactly what he's doing and you have to be ready for spending years in what can be possibly a fruitless journey.
I asked this question of our Philippine Lawyer who successfully completed this exact adoption process with another couple.
"Is pre-identified matching possible with ICAB without the child being a relative?"
And his answer was "Yes. That is precisely what i've done in *****. Most of the people from Icab are not lawyers, so they really have to be enligthened on legal matters most of the time."
Please note: the couple were both "former" Filipino Citizens and both "American Citizens" at the time the process was started.
johnny, are you saying it can be done without staying in the Phillipines for a long time?
Yes... I am and it has been done with ICAB's knowledge.
I wasn't quite sure of the "details" involved with the matching of this type of case using the I-600 process so I specifically inquired to clarify.

Don't be mislead into thinking you can adopt a child without being qualified for the Intercountry process.
