Hi, My wife and I have been married for almost a decade. Along with marrying my wife, I acquired 2 stepchildren. I would really like to adopt them, but I am in the military. We have not had any contact with the bio-father since we ived in California in the 90's. He was not interested in the kids at all. We have since moved overseas and now are back in the States in Louisiana. I am not sure where to start. Do I talk to an attorney in Louisiana or do I have to go to California? Which laws will apply to acquiring rights from the bio-father? I am just beginning the process and we don't care about the price (since now we think we can actually afford to go through this process), but we do hope it's not painful. Anyway, any assistance with the state question would be a helpful start. Thanks! MikeinLA

I would just file in Louisiana. If he isn't interested in the kids as you say and you still have his contact info, the court or social worker will simply contact him for his consent. If he doesn't consent, then you have to worry about which court has jurisdiction, but if you have a good attorney, it shouldn't be a problem at all...especially if he hasn't seen the kids or provided support since the 90s.
