Legal fees???

We are soon to adopt a 14yo boy thru the foster care system. The adoptive CW advised us to keep track of any cost we incur that we can use for the $2000 non-recurring cost allowed for adoption. She mentioned his plane ticket, clothes and legal fees. I was surprised to hear the legal fee part---I thought I was told before that there was no cost to parents adopting thru the foster care system. Can anyone tell me what the legal fees amount to? We are now living in Fla and had an ICPC. If anyone else had to do this as well----does the adoption go thru the state u are living in or the state he is from? He is now living here as a foster child with us. Do we have to travel back to Pa. at time of adoption? Thanks for any answers!
