Very ethical and caring. At this time there is a moratorium in dossier's for children 0-2 years this is due to there being so many approved applicants...they wish to reduce this before they start taking new applicants and having them wait a really long time. There are many lovely children and sibling groups that are over 2 years old and they are still taking applications for this age group.We did not use an agency because we live in Canada and our government processed the adoption.I know there are quite a few agencies in the states that do PI adoptions.Just reseach..check out rainbow kids online for some info.
