Welcome to the forums. I also live not far from Harrisburg. Unfortunately, I'm a birthmom and don't have the info you need. I hope a more knowledgeable person responds quickly for you.

Congrats on your decision! Once my DH and I made the decision to foster/foster adopt, we had to choose an agency. I contacted our local PA county as well as some local social service agencies. I attended a number of orientations, asked a lot of questions, and chose the agency that best met what we were looking for.
You can start by contacting Dauphin county [URL="http://www.dauphincounty.org/human-services/children-youth-services/"]CYS[/URL].
I'm not familiar with your local private agencies, but you can do a google search or ask the county which agencies they contract with in your area. HTH!
