Will she qualify?

We are hoping to adopt our FD sometime this summer. We are wandering if she will qualify for an adoption subsidy. She will be 5 this summer - she's been in care in Fla. for 3 years (and in care in Pa. previously). I looked up the Fla. requirements and she doesn't fit most of them. She is not part of a sibling group. She is causcasion. She is 5 (fla says must be 8). She is healthy. She was drug exposed to cocaine in utero. She's small in size - has speech therapy and did get a referral for counseling but it has yet to take place. We wanted her to receive counseling because we have seen lack of attachment. I was reading that in Fla. they must show a reasonable effort to have her adopted without subsidy. So, does she have any chances of receiving subsidy? Her CW said "sure, no problem" but he says that to most situations that arise=)
