Hi, we just had a private adoption of an infant with severe special needs, including Down Syndrome. We were told that he would qualify for both a state subsidy and a federal subsidy. Neither state is willing to provide a subsidy for him...the placing state says we must reside in the state and our state says that he is only eligible if put in the foster system. We've been going in circles trying to figure this out. Every person I speak with states that he *is* eligible, but no one can figure it out.
Anyone been in a similar situation?

Have you finalized the adoption? Some people believe that an adoption subsidy can only be had if you've been granted it prior to the finalization. This isn't always true; and our family is living proof.
And...whoever told you that the child can only receive the subsidy if the child was in foster care---is totally incorrect. Sadly, some agencies still don't know that private agency adoptions ARE eligible for federal subsidy.
Finally.......you can contact the people within your state who are representatives for such matters concerning subsidies. Your public profile states you live in MI. I"m showing the link for that state and its representatives who SHOULD Be able to point you in the right direction.

You'll need to have proof that your child qualifies for SSI (Social security income due to disabilities). For this, you'll need to visit your Social Security office with an appointment. (I'm fairly certain that your child WILL qualify.) Certainly, the representatives of your state should be able to point you to the next step with this.
