For anyone contemplating adopting from Ukraine

HelloGreat post.I have a question if anyone can answer. Last year my wife and I hosted a girl from Ukraine, we fell in love with her and would like to adopt her. She was in an orphanage, the orphanage closed down and she was allowed to go and live with her brother/ her brother has prenatal rights. Her brother is okay with us adopting her. Because she is no longer in an orphanage can we still adopt her?Thank you in advance
