Advice

My husband and I have been working with Diakon in York, PA for almost 2 years. We are looking to adopt a special needs child or sibling group from 6 years old to 12years old. We will accept a majority of conditions. We are not able to accept fire starting, abuse to animals or inappropriate sexual behaviors. My question is, we have only truly been matched once, went for the interview and then told we live too far away by the caseworkers. It's been almost 2 years. Is this a normal wait time? They say they have thousands of children that need an adoptive home but the only children I see are on the PA adopt site. Please PM.
