I am new to foster parenting and just had a 10 day old baby boy placed with me. His mom was deemed mentally incompetent prior to his birth and his father was with out a home to take him to. So they took baby from the hospital and here he is with me :)
He is such a happy healthy baby it is amazing, but what is the prognosis for Mom ? His Mom attended her first visit with him at 12 days old and his Dad was there also. I believe the Mom and Dad are living together but the agency does not know where. My agency does not specify why Mom was deemed Mentally incompetent. She is in her 20's. My question is can the Mom reverse her mental incompetency status what does it take for her to do this?
Any insight on this would be helpful.
If they offer biomom a RU case plan, that plan will likely include psych evals. She will have to see a psychiatrists who may provide her with a prescription to help her with her mental issues, but he can also document that there is no way to assist her in becoming competent enough to raise a child.
Its the father I would worry about in your case. If he doesn't have a home, but is provided with a RU case plan, that will include getting him into gov funded housing and on assistance.
I would guess he has a better chance at this point of getting that child back than the mother.

"Mentally Incompetent" is often code for the birth parent having issues that the caseworker is not allowed to discuss with you due to privacy issues. I have run into this several times and it usually meant the birth parent had drug addiction issues. In fact whenever a birth parent showed up to a visit high on drugs, the caseworkers would tell me the parent had "mental issues today" which I quickly discovered was the parent was high as a kite.
Also in PA they like to classify crimes as "mental health issues" so that the parent doesn't have to do jail time and can qualify for all types of free government services instead and elaborate rehabilitation programs that draw out the children's RU or adoption.
