Hi, When we first began looking into adoption about four years ago, I am positive that free state college tuition was included in our training and on our states website. Someone who adopted recently in our area said that they had not heard of that. I know that my husband and I are not crazy and we did not imagine that! However, I cannot find it on the website any longer and when I google it, South Carolina does not show it as part of the the childs finalization package. I will email our adoption worker and ask tomorrow but it is driving me crazy today! Does anyone have any information on this? I have been to NACAC's website also.
I think it depends on the child. Special needs kids (race, sibilings, age, and medical needs) get a different packet than infants do. Also, kids who qualify federally get a different set of things than state qualified kids. I know here we got it, but were also told it depends on if Texas still offers it when they are old enough.
Just ask the subsidy worker when you get to negotiations. Most adoptive workers don't know everything about the subsidies because they are not in charge of that part of the process.

SOme states only offer it if you adopt teens or "older Children". Kind of like an incentive. Im in NC and I think our State does it only for older kids, and only if the budget allows..which we all know it has shrunk a lot over the past 3 years with budget cuts.
I am in Colorado and have a 17 yr old FS. We were told by many people that there was "lots of money available". But no one can give me any concrete information on all this money or been able to help with the application process.
So far I have been calling colleges directly and finding out if they have any special consideration for foster/adopt kids, what support that may offer on campus and to discuss scholarships. We have been told each college is different, and they can change at any time due to funding. I call the admissions office and find out who to talk to, so far they have all been super easy and happy to help out. Much easier then working with CW and Independent Living Specialist, both seem to keep pushing it off even though we are only months away from starting applications.
I am finishing up college with a degree related to foster care and I took out student loans. If you are a single parents with bio kids or adopted there are programs our there.

I don't see South Carolina on the list, so I'd get your worker to send you info. Our worker provided us with the info on it a couple years back to have in our pocket should the time arrive.

In Texas, it is there for special needs. We adopted a sibling group so it was deemed "special needs". My children get college tuition paid for.
Thanks for all the replies. I spoke with our adoption worker today. She said that there are only funds for children that are adopted at the age of 15 or older, as a kind of incentive. She did say that there are many scholarships, grants and student loans out there for children adopted through foster care. She also said that when we fill out applications (15 years from now) because our child was once a foster child they could base grants and student loans on her income and not ours. She also said there were student loans out there that do not have to be paid back. I kind of think I would feel strange using her income (0) because she is our child after all.
The only thing that bugs me is that I know that my husband and I did not dream all of the free college stuff up! We were for sure told that, I just took it for granted after that and never gave it a second thought. I guess I better start saving! :)
