I've been in contact with Texas CPS since middle of June. The kids were moved in early July to a new foster home. This foster mom is also an adoptive home though.
But I heard I might not get the kids until of Feb next year after TPR. By then the FM will have had the kids about 8 months.
I have already made one visit and home to do another in a few months.
How great of a chance can the FM fight for the kids since she "bonded" with them?
I am related to the baby, he's my second cousin and I am also taking his half-sister to keep them together. I have loads of family here near me.
I just have this fear that I wont be able to take the kids after being with FM for so long even though Ive been involved and completing the steps needed for them since June.
CASA esid that CPS will always choose family, if appropriate, then non-relative adoption.
The FM is being cool and helpful. We have been exchanging emails and photos. So this might be an irrational fear but...still there.

Did they give you a reason for not placing the children with you now? Why would they wait until after TPR?
Short answer, yes there could be a problem if the children are with her for ~6 months (or what is judged as substantial past contact prior to the trial). She will have status to file as an intervenor in the case if she doesn't want the children moved and wishes to adopt. You would have no idea if that is her goal or not.
I would make every effort to have the children placed with you as soon as possible.
