Another question on PP reports

Our sons PP report is due now in December and our placing agency says they are not collecting or sending any reports as of now. Our SW, whom we used for our HS and also our reports since our agency was out of state, is saying they must still do the reports in the case Russia would ever re-open they don't want to be on the black list! So any advice? Has anyone else ran into this problem?? Obviously we want to do our part and don't want to be a problem, but on the other hand hate to spend the money and time if our agency is just going to throw it away!!:confused: HELP!
