My husband and I are just beginning the process and are trying to decide whether to go through Riverside County or a Christian Family Foster Agency? We are looking for one child 0-4 years old and caucasian to foster-adopt. Any help would be greatly appreciated!

I would go to both Agencies Free Orientations!!!
I would then look at what Professional services are Advocated!!
As well as what is the time and length for placement of both Agencies.
I don't mean to sound negative, but what you are also requesting is what everyone wants??
Southern California is mainly Hispanic Children available.
As well as in California, for under 10 years old. The Advocacy is generally towards Reunification with the Birth Family!!

We adopted three children from California, 2 from Riverside county and 1 from San Bernardino county, they were all placed with us at a very young age, two, one and our third was three weeks old. We were with an agency, but all the kids are from the county.

I would recommend checking out Kinship Center. They have an office in Redlands and they are contracted with every county in California to help facilitate adoptions.
