If bio mom signs surrenders and icpc is already complete for the kinship placement will the judge move the child before the TPR hearing?

Signing surrender forms is aka voluntary TPR.
This happened in our case (also kinship). The BM still needed to go before a judge, confirm that she did so and was not under duress

There is no TPR time slot scheduled at this time. There is supposed to be a permanency hearing, but not until mid-July. So basically baby will stay in group home where she is until mid-July or later? :-(
