Mental Health Screening

Hi everyone,I am new here. I just have a quick question. Can the custodial team require me to take a Mental Health screening? My sister is bipolar/schizophrenic and I feel that I am being threatened that they may deny my adoption if I do not do it. Is there a law that states that I have to take a mental health screening to adopt a child? I live in ND. I have seen a law in ND that if the child has been residing with you for nine months and you are a relative (which I am) that an investigation is not needed... I have tried to talk to them, but they do not understand why I want to adopt the child in question.The law, also in question, can be found on this site::: Under 14-15-11 subsection 5.
