Looking to Foster - Adopt in Ohio on H1b

DH and I have been living in the US for about 15 years, currently on H1b visa. Green card is under process but is at least 4 - 5 years away. We would like to foster/adopt a child but I cant get any clear answers about our eligibility. I read that legally there is nothing that stops us from adopting, but most agencies dont know how to work with someone in our situation. I cant find any information about fostering however. Does anyone know if we are even eligible to foster?

You don't say where you're from.. but one problem would be if your visa was denied and you had to leave the country. A child would have a bond broken from this.
