State Adoption Assistance and SSI

Our 18 year old daughter has been approved for DD waiver waitlist and we have applied for SSI. We have received adoption assistance from another state, where we first fostered then adopted her, and can apply to continue assistance due to developmental disability. I assume we need to claim the state funds to SSI. And that will impact what she will receive? Our biggest concern is to continue with her Medicaid, which is still supplied from out of state. But perhaps it is time to get Medicaid from her disability instead of from adoption + disability - if that makes sense. Thanks for any help anyone can offer!
