How is the matching process different?

Than when you inquire about a child, or is it different in that process? Whenever I try to find the specifics on the matching process vs. if you inquire, I can only find info on the matching process for when the social worker finds a match for you, there is very little on the other topic. So do they review and see if you are a good match, then go from there, or is there a different process to it?
