Looking to adopt a legally free sibling set

My wife and I are interested in a legally free sibling set, but we're not sure where to start. We were looking at an agency that someone told us about, but they seem to specialize in infant adoptions (domestic and international), which we don't want. They do have something called "foster adopt" and that program is $6200 and another $7000 they said may come from the state. They said this was because it was expedited and 50% of the kids come from Texas (We're in VA, but will likely be moving to MI next year). We don't need it to be expedited or want kids from out of state (Not against it if it's okay for the kids, but I feel it's probably best not to move them too far). Our hope is that we can have an open adoption that is local. Is it best to just work with the county for this or is that usually only for fostering and respite care? We're not sure where to start and this first place seems kind of shady.
