California's annual income requirement to adopt?

Hello,

I heared that couples living in California need to make 45,000 a year to adopt, is this true? Husband is stationed in Southern California and we don't make 45,000 a year. We are looking into adopting Internationally and would pay the adoption through loans, however I keep reading about state adoptions, could someone explain alittle more on that. I know if we were to adopt internationally that we meet the INS guidelines, but didn't know if California requires that or not or if the military has some exceptions?

Any advice would be great

I have never heard of an income requirement. If it is any help we adopted our daughters in california in 97/98 and we did not have to meet an income requirment. Hope that helps.:)
