I have been in contact with a possible birthmother in Minnesota, so I would like to become knowledgable of the Minnesota adoption laws.
I have been trying to read the adoption laws so I have a couple of questions that I hope someone will be able to answer based on your experience with a Minnesota adoption and or knowledge of the laws.
1. We do not live in Minnesota so ICPC comes into play. I am unsure if Minnesota only allows residents to adopt because I thought I read that all adoptive parents must be a resident for a minimum of 1 year, how can that be if Minnesota partipcates in ICPC?
2. Does Minnesota require an agency be involved in an independent placement? Is it possible to handle the adoption through Minnesota attorneys?
3. How long did it take for the ICPC approval?
4. Can anyone recommend a good and reasonable cost attorney in Minnesota, Duluth area?

Ok, I can not give you a lot of answers, but I do know this, Minnesota does in the ICPC.
I don't think you have to be a resident of Minnesota to adopt a child in Minnesota. Is this an independant adoption, or is this a child that is in social service?
I live in Southern Minnesota so I can not recommend a lawyer for you, but I think that you can go through a lawyer, I don't think it has to be an agency.

To answer your question, the possible birthmother has not connected with an agency and has only just started to communicate with us. If this is a match I may check to see if there is a Catholic Social Service office in the area that my caseworker can work with to help faciliate if this turns out to be a match.
