? about reference letters

I understand that we need four letters of reference (from non-relatives) for our dossier.

Do all these letters have to be from people who live in our area or could they be from friends in other states?

but we did need three reference letters. They just had to be from people who knew us well enough to comment on our lifestyle and relationship and parenting abilities. One of the letters was from a very dear friend who lives in another state.

(I envy you adopting from India. I spent two weeks in Calcutta in '97 and fell madly in love with the children we met in orphanages and on the street. Such beautiful, loving people!)
