My mother is pregnant with twins and she wants to give them up, she already gave up one of my sisters and I don't want the family seperated any more. Since I am their half sister and I am in a different state, do I have any right in filing for their custody and if so do I need to get a lawyer as soon as possible?

If the mother and father of the children want to place them for adoption when they are born, they have total say over where the children are placed. If they want to place with you, they can, and if they want to place with someone else, they can.
Go talk to them and see if they are willing to place the children with you. If they are, you will need a homestudy and a lawyer pretty quick--some of the paperwork should be done before the birth.
I have never heard of a judge refusing to allow parents to place their children whereever they want, so you'll definitely need your mom's and the guy's agreement in this.
