state laws for giving up for adoption....

Hello, I am a translator and have been asked to help a young woman out who i am interpreting for (pro bono). She has been involved with a bad man, and he is being sued and will have a restraining order put on him. We would like to find out the list of states in the USA that DO NOT require the father of the child to sign off for adoption. She is looking to go to a state where this is legal and have the baby there and then put it up for adoption. We know that Arkansas is one of these states, but we are hoping that there is a state where she has some connection. Could your legal team give me the info that i need? Thank you very much!
