Lifetimeadoptions.com is a facilitator out of California. They have "sample" adoption opportunities listed on their site that often include toddler and preschool aged kids. I've also come across birth parents who have been parenting their kids and decide a couple of years into parenting to make an adoption plan, though these are rare. Best of luck to you!
