Baby Born in November of 1940

I'm assisting my brother-in-law with his search for his birthfamily. We have very little factual information. He was given several different versions of the events leading to his birth and "adoption" (we do not believe there was ever a formal adoption). Basically, he was told that he was born in November of 1940 in or around the New Orleans area. He grew up in the Algiers area with the Haber family.
