non relative contested adoption

Child is 14 and alleges verbal abuse and neglect on the biological mother/ physical and verbal abuse on the live in boyfriend. Biological father in other state.. no contact since child was baby // Mother alleges child is mentally ill and not able to handle him // that grandfather cannot handle him .. Child behaves fine for me and has since January but I treat him with respect and praise him for what he does well .. Have had no incidents that I could not handle with him .. Mother asked judge to send child to high risk male correctional facility for 6 mos // state of Florida .. Mother kicked child out 5 mos ago .. then asked judge to send child away to correctional facility // I talked to mother and asked her to allow me to adopt child .. she refused and requested that I break all ties with him .. have done so .. but would like to see what I can do to help this child as I believe that mother is using the system to ruin and continue this abuse of the child .. Mother is voluntarily making her son's record worse when he is getting better .. What options would be out there for this child .. ? He will be 15 in 5 mos .. thanks
