In order for a minor to be adopted, both parents would have to sign papers agreeing to it. Even if they did, the court would have to agree that your sister was an acceptable adoptive parent for you.
In cases of extreme abuse, it is possible to have the state intervene and end both parents' rights. However just not liking one or both parents or the living location isn't enough for that.
