college education for adoptees

As far as I know, there is no national law or program for this. I have heard of a few states that offer paid college education to children who were in that state's foster care system and never adopted. (Ex: A child in Florida's foster care system who stayed a foster child until high school graduation could go to a state school in Florida tuition-free. At least I've heard Florida is one of those states...) But all the ones I've heard about still require the students to meet regular admission guidelines. I also have heard of one or two that "sometimes" offer paid college education to children who were in that state's foster care system and later adopted, but that's rarer. But I have never heard of any federal or state program that paid a "traditional" adoptee's college expenses. There are, of course, some scholarships out there, but that's not exactly what the poster was asking.
