step-parent adoption

HELP! I'm wondering if there is a way to do this without costing me an arm and a leg. bio father is willing and somewhat helping, says he is looking for an agency to do it too but he is taking to long. I cant seem to get any help from my courthouse either. does anyone know how I can get this started my self without a lawyer??? Lawyers here are looking for a $1500 retainer fee before they will ever start. HELP PLEASE

It depends on where in WY you are. I am in Casper and it didn't cost me that much to adopt my step daughter. It was a few years ago granted, but still, I don't think it is $1500 at all attorney offices.
