adopting an infant with downs syndrome

I am interested in learning more about adopting an infant or at least a baby with Downs. I have hada hard time finding any information. I live in ichigan and the local FIA will only help if I agree to become a foster parent. I honestly couldn't give up a child once they were in my home, so this is not an option. Anyone who knows of a child or an agency PLEASE let me know. Robyn
