We have also tried for some time to adopt a child with DS. (In our case, we are interested in a Jewish child.)
I believe there are many people available for such adoptions. The first thing you should do is to register with Robin Steele in Cincinnati. Her phone number: 513.761.5400 and email: rsteele@zoomtown.com
Here is the website for this organization:

Robin hears about most of the kids with DS who need homes.
Good luck!

Three weeks ago my son with Down Syndrome was escorted home to me from Taiwan. I had been waiting to adopt a baby or young child with Down Syndrome for 12 years here in the states. Recently I decided to look into international adoption, something I should have done long ago. Taiwan is a wonderful country to adopt from and Bonnie Loza and Florida Home Studies and Adoption is great! Right now they have another 2 year old little boy with Down Sydrome available for adoption. Why don't you give them a call or email them, it is not any more expensive than it would be for you to adopt here and the wait is certainly not as long. You can contact Bonnie at lozafamily@nac.net or call her at 973-300-5833. My little guy is very happy and healthy. He is every second worth the 12 year wait!!!
