Looking for husbands brother born and adopted in early 60's.

Hi, i am looking for my husbands brother that might have been adopted in Mass. My husband can only go by memory because this happened when he was around 5yo. He thinks he was a couple yrs younger which means he "might" have been born "around" 1961. His Birthgiven name was Steven Julien. They lived in Rockingham county,NH at the time so it's possible he was adopted in either state. We have been given 2 stories about "Steven". That he was adopted being 1 and the other that he died back then. We would like to find the truth. Any info would be helpfull.
