To answer your question with one word is simple, the answer is NO.
You DO NOT need to be a Brazilian citizen to adopt a child from Brazil. The information you received from the site you visited is not correct.
How do I know that? Well, I processed many adoptions for many American couples, when I lived in California, LA to be exact, and today I live in Brazil, and I have Lawyers who are friends of mine. I just checked, just to be sure, but I knew that without checking.

No you do not have to be a citizen to adopt. It is however, easier if you live in Brazil and there are very limited legitimate agencies actually facilitating adoptions here. Brazilians are given preference for infants less than 3 months old, definitely less than a year. There are no costs involved in adopting in Brazil except those related to the American side of things, i.e. homestudies, visas, fingerprints, etc....... We adopted here but we live here and the entire process took around a year.
