how do we start

I have a 4 yr old little girl from a previous relationship. My husband has raised her since the age of 1 and before then the bio never really had much to do with her. I have not seen him for the last 3 years nor has he ever seen my daughter in the last 3 years and has never paid any child support.

My husband and I would like to get her adopted before she begins school next year.

Need HELP - How do I go about this and how does the process work. Any info that can be provided would be appreciated.
