Need guidance to file for adoption

Hello All, We recently moved to California and would like to adopt a child (gender and race not really important, age 3 to 6). What is the procedure we need to follow? Who knows of a reliable agency to support us in the process? Or is it possible to adopt without agency involvement? What are the criteria for adoption and how long does the process take?
