We have felt so alone in this battle.
Let me start at the beginning. My husband and I decided to retire to Panama because we thought we could live better on our social security income there. Sooo we sold everything in the states and moved to Chiriqui Province in August, 2002. Right away we were touched by the sad conditions of the Gnobe Bugle Indians who lived around us. Although we are both senior citizens, we decided to look into adopting an Indian child as we had always wanted more children. We went to the Ministry of Youth, Children and Families in David and applied for adoption. In spite of our ages, we were approved and 5 weeks later our precious little daughter came to live with us. For the first six months we were to be a substitute home, and then, if all went well we were to finalize the adoption. All went extremely well. Our little one is solidly bonded and we adore her. The final homestudy was very favorable. BUT, the lawyers and everything about the system has truly been an unending nightmare. We are on our 6th attorney. They all took our money then did nothing. Now, finally we have a good Christian attorney who is getting things done for us(although not nearly as fast as we would like)
I decided that I just could not live in Panama any longer, so we moved back to Texas in January 2004. They would not let us take our child with us, so we had to hire a family to care for her down there until we can get her papers to bring her home. We established a home here, and returned to Panama in March. We again tried to get things done down there, but were only able to get a date for our audencia...June 30. I came back to the US and my husband stayed with our little one down there. I went to the INS here in Houston to try to do things from this end, but they told me I had to file in Panama. So, I returned to Panama, we had the audencia, and everything is done to adopt in Panama, but the consulate there told us we could not bring our daughter home until we had a completed home study in the US and an approved I600. So we had to leave our child again--which is absolutely heartwrenching for her and us---and return to the US. As soon as we got home, we contacted an agency to complete our homestudy, which they did the following week, but we did not get it back until last week. We immediately took everything to the Houston INS and filed the I600. This Saturday we received our appointment to go for fingerprints. We will do that on Tues. I don't know how long it will take to get them back, but after that, hopefully, we can get her visa and FINALLY bring our little angel home. Please Pray for US

What an ordeal you're going through!! You're definitely in my prayers as all the families here are. Adopting from Panama is definitely not an endeavor because you want instant gratification or smooth sailing, that's for sure! haha
Depending on your particular INS office's efficiency, I think the average time to get fingerprints back is 4-6 weeks. Gosh, it's been so long since we had ours done, you cannot quote me on that timeline. I've heard it actually only takes the FBI to do the fingerprints in two days...but the beaurocracy in the States tends to be not very different from Panama sometimes. :)
Now that the DNA director has been appointed, we're all hoping adoptions will pick back up. So far, we've had encouraging news hearing about several families gettinig to travel all of a sudden. This board has been agonizingly quite for several months because of the changes, as we all seem to be in limbo.
Bless your daughter, Bonnie. I cannot imagine what this is like for her. I pray your adoption is finalized lickity split.
I don't know if you've gone through all the posts here and read everyone's stories, so I encourage you to do so. What a really nice bunch of folks we have in this forum.

Was wondering where you are based in Texas? I live in Houston and I just came back 2 weeks ago from Panama with my 2 newly adopted daughters who are also from the Ngobe Bugle tribe. Hope that you are able to get your daughter home soon.

We live in Porter, just north of Houston a few miles. Congrats on your two new daughters. How old are they? What orphanage did you get them from? Please tell me all the details.
We are still waiting for approval of the I600 so we can go get Bonnie Leigh and bring her home. It is so hard to wait.
