Even though your sister works for Children's Services, you should still be able to write to the State and get put on the waiting list to have the files open. Any birth relative can do this, including Aunts, Uncles and Grandparents. Your sister won't know about it unless she views the files herself and sees the letter you will write to the State. In order to do this, she'll have to go the same route as you and you'll know info on your neice before she will, unless your sister works in Nashville at the Post Adoption services Dept. (I have a friend who's a Social Worker and she couldn't get my files for me).
Here's the TN website: http://www.state.tn.us/youth/
Here's the address to write a letter: Children's Services (615) 741-9699, 436 Sixth Ave. North, Nashville, TN 37243. State all the information that you have in the letter (they won't contact your sister) but don't put in there that she works for Children's Services (they don't need that information). Once you have the records opened (you'll have to pay $150+/- to view these files), you can pay an additional fee for them to contact your neice.
I think it's great that you're looking for her. I'm searching for any birth relative but it seems that my relatives have disappeared. It would be nice to know they are looking for me too. Good luck in your search.
