Hello, we'd like to adopt an older girl from Eastern Europe. The age range for us would be from 2 to 5 years of age, with the possibility of a 2-girl sibling group within those ages. What is the best country to look at for adopting a child of this age? I suppose the criteria would be quality of medical care and institutional care for these children, as well as avialability. Thank you!

Many adoption agencies have "waiting children" programs for older children and sibling groups. Often, there is a fee reduction for adopting 2 or more children, whether they are biologically related or not. Russia has these programs and there are many, many older children just waiting for loving families and a home.
