Legal Help In Il

Hello! I was curious to find out about adopting over state Lines. We live in IL and are looking to use an agency, The Adoption Center of Choice in Utah. I was told today that this is not acceptable (by another agency) The one that we have been working with claims this is not a problem! HELP!
