home capacity?

we just recieved our certificate of aproval in the mail & it sayes our home capacity is 3. now we have 1 child(BIO) so is that 2 foster children + our son or 3 foster children + our son?

hi...i am pretty sure they are talking about the number of foster children you are approved for.
