We live in VA, and Vaden's bmom lives in FL. From a aparents perspective - adopting from FL is very easy.
The bmom can sign over rights as soon as 48 hours or her discharge - whichever is longer. There is no revocation period in FL.
ICPC between Fl and our state was 5 days. It was sent in Monday morning and we were ok'ed to travel w/baby back to our state by Friday afternoon.
Finalization is usually 90 - 120 days. FL prefers adoptions to be done start to finish in their state, but finalization can be moved to your own state if you prefer. VA is 6 mos to finalize, so FL was best for us. Travel back is not required. We conference called into the courtroom and spoke with the judge for finalization. Only requirement was a notary to be present to swear we were who were said we were.
As for a lawyer in your own state - we didn't need one for the adoption portion. By coincidence the bfather had moved to our area, so we engage one to TPR him, but that was all she was needed for.
Good luck!
