Anyone adopt in 2000?

I am currently in the process of re-adoption of our Guatemalan baby boy. Our agency was surprised that we hadn't done re-adoption with our Ukrainian daughter back in 2000. Does anyone know if we were supposed to do that? She came on an IR-4 visa, she is a U.S. citizen now.
