They can ask...if they will get anything is a different story. I aged out in 1999 and only five years later, I asked for my paperwork and was able to get less than half of it because the state had shredded it. In Iowa, they are only required by law to keep stuff for five years. It may vary by state, how long they keep things.

In Wyoming if it's a foster care adoption, they are considered closed and an adoptee cannot get into the file (neither can the bfamily).
